上半年民間投資 勉強達標

經濟部昨（31）公布前6月民間新增投資目標金額7,134億元，達成率逾5成，勉強達標，其中，台積電應允至年底前投資金額987億元居首位，友達光電與群創分別投資400與350億元。

經濟部昨舉行104年第一次招商投資暨改善經營環境推動會議，儘管出口不振，但國內民間投資仍符合預期，上半年民間新增投資金額7,134億元，目標達成率50.95％。

各主要民間投資業別中，以批發、零售與物流業表現最好，達成率62.6％；電力供應業達成率57.82％次之。其他像是技術服務業、金屬機電業、電子資訊業達成率都在5成以上，分別是52.03％、51.36％、50.02％；但民生化工業達成率僅48.77％，稍嫌落後。

經濟部官員指出，若以四大產業來看，電子資訊業上半年掌握投資案源之金額為2,776億元最高，包括台積電、群創、友達、華亞科、台灣之星、聯電等，都可望在年底前陸續完成投資計畫。

值得注意的是，批發、零售與物流業上半年掌握投資金額達成率62.6％，創近年新高，主因為油價下跌，物價不易上漲，帶動國內需求；其中又以遠雄企業於新北市投資購物中心，砸下一百億元最高。另，像是Costco與永聯物流等也陸續表達在台投資計畫，顯示內需明顯增加。

不過工業局長吳明機仍表達擔憂，主計處大幅下修今年第2季GDP成長率，景氣表現不如預期，這恐將影響廠商下半年投資決策，得更努力招商。他坦言，未來若要擴建晶圓廠或面板廠將面臨很大瓶頸，包括土地取得或碳排放限制等問題，以資本投資為主的招商主軸恐遇瓶頸。

至於台商回台投資部分，吳明機表示，今年上半年累計投資金額421億元，達成率約79％。未來將以協助升級轉型、投入新興產業、投資新創事業、結合產業聚落、建構友善環境5大策略，提供客製化服務，以鼓勵台商回台投資。
